St. Cyr Contracting serves Celebration as part of our Central Florida service area. We are based in Winter Garden, roughly half an hour up SR 429 and I-4, and we have completed projects in the community since 2008 — from North Village and Lake Evalyn through to Artisan Park and the Town Center.

Celebration is a different renovation environment from most of Central Florida, and it needs a contractor who understands that before the first drawing. Trim profiles, window proportions, porch details, and material choices were not arbitrary, and a renovation that ignores them reads as wrong even to someone who cannot say why. Building in Celebration: what to know before you start.

A few things specific to Celebration that affect your project:

Osceola County permitting

Celebration is not an incorporated city. It is an unincorporated community in Osceola County organized under state law as a community development district, which means your building permit is issued and inspected by Osceola County rather than a city building department. This surprises people who assume a community this distinct has its own permitting office. We pull permits in our name as the licensed general contractor and factor the county review window into the schedule from day one.

Community design review runs alongside the permit

On top of the county permit, exterior work in Celebration goes through the community’s own design review against its established guidelines. Approval is a separate track with its own submission requirements and meeting cadence, and it can govern things a building official never looks at — paint colors, window and door profiles, roofing material, fencing, and porch details. We prepare both submissions at once so they run in parallel instead of one waiting on the other.

Homes are now at first-major-renovation age

Celebration began delivering homes in the mid-1990s. That means much of the housing stock is now 25 to 30 years old and hitting the point where original kitchens, bathrooms, HVAC systems, water heaters, and roofing all come due within a few years of each other. We scope this honestly: if we are opening a wall for a kitchen and the plumbing or panel behind it is at end of life, you should hear it during the estimate rather than as a change order.

Site access and staging are genuinely tight

Much of Celebration was designed around walkability, alley-loaded garages, narrow streets, and short setbacks. That is pleasant to live in and awkward to build in. Material deliveries, dumpster placement, and equipment staging need planning that a suburban lot with a wide driveway does not. We work this out before the first delivery rather than negotiating it with your neighbors mid-project.

No. Celebration is part of our standard service area. We are based in Winter Garden, about half an hour away via SR 429 and I-4, so travel is not a factor in how we price. Your project cost is based on scope, materials, and site conditions.
For most exterior work, yes. Celebration has its own design review process measured against the community’s guidelines, and it operates separately from the Osceola County building permit. Interior-only work generally does not require design review, though it still needs the county permit if it touches structure, electrical, or plumbing. We identify which approvals your specific scope triggers at the consultation and prepare both submissions in parallel.
Osceola County requires permits for structural work, electrical and plumbing changes, mechanical replacements, and anything affecting the building envelope. Commercial plan review typically runs a couple of weeks depending on scope and complexity. We pull permits in our name as the licensed general contractor, manage plan-review comments, and coordinate the inspection sequence so the schedule we gave you holds.
