A few things specific to the Lake Buena Vista area that affect your project:
The District is the building authority, not Orange County
This is the single most important thing to understand about building here. Property inside the Central Florida Tourism Oversight District — which covers the Walt Disney World area including Disney Springs and Flamingo Crossings — is permitted and inspected by the District, which is the authority having jurisdiction for building and fire code within its boundaries. It is not Orange County. The District operates its own Building and Safety department, its own electronic submittal system, and its own fee structure. A contractor who has only ever worked through county building departments will submit to the wrong place.
Contractors must be registered with the District before submitting
Beyond holding a Florida license, a contractor has to be registered with the District’s Building and Safety department before a permit application can even be filed. It is a prerequisite step, not part of the application, and it is a common reason projects here lose their first two weeks. We account for it in the schedule up front rather than discovering it at submittal.
Not every Lake Buena Vista address is inside the District
A Lake Buena Vista mailing address does not automatically mean District jurisdiction. Commercial property in the surrounding area — along the Palm Parkway and Apopka-Vineland corridors, for example — can fall under Orange County instead, with an entirely different submittal process and review queue. We confirm which side of the boundary your property sits on from the parcel before quoting a timeline.
Working inside an operating property
Almost all work here happens in occupied buildings. That means after-hours and overnight scheduling, hard dust and noise barriers with a finished appearance on the guest side, protected routes that keep exits clear, service-entrance delivery windows, badging and insurance requirements, and daily clean-down so the space is presentable before the property opens. We plan the phasing with your operations team before we mobilise, because their calendar governs ours.
